The Interim Special Education Director provides vital leadership, coordination, and oversight for Barrington students requiring specialized programming. This role serves as the key bridge between the Barrington School District, area high schools of record, charter schools, and out-of-district placements. The administrator ensures compliance, coordinates contracted services, and advocates for appropriate, high-quality programming for students in grades 9–12 and those in specialized environments.

 

Qualifications & Requirements

• Certification: Valid certification as a Special Education Administrator in the State of New Hampshire.
• Experience: Professional background as a public school teacher, administrator, or consultant within the field of special education.
• Education: Educational background meeting the standards defined by the Barrington School Board.
• Alternatives: Such alternatives and exceptions to the above qualifications as the Barrington School Board may find appropriate and acceptable.

Key Responsibilities

1. High School & Charter School Liaison

• High School Collaboration (Grades 9-12): Serve as the primary liaison between the Barrington School District and partner high schools of record, including Dover High School, Coe-Brown Northwood Academy, and Oyster River High School.
• Charter School Oversight: Maintain communication and coordinate services with active charter schools, including Seacoast Charter School and VLACS (Virtual Learning Academy Charter School).

2. Out-of-District & Extended Year Placements

• LEA Representation: Serve as the Local Educational Agency (LEA) representative on evaluation and IEP teams when ESY, OOD placements, or other complex cases are under consideration.
• Service Coordination: Manage and coordinate all contracted services associated with special education student placements and specialized programming.

      3.  Legal & Compliance

• District Representation: Act as the designated representative for the Barrington School District’s interests in courts of law, hearings, or legal proceedings involving Barrington students when required.
• Regulatory Alignment: Ensure all student placements, high school transitions, and contracted services comply with federal, state, and Barrington School Board policies.

4. Contracted Services Management & Coordination

• Vendor Selection & Procurement: Identify, evaluate, and coordinate qualified third-party contractors, therapists, and specialists to meet the diverse needs of the district’s special education population.
• Contract Monitoring: Oversee service delivery, billing accuracy, and contract compliance for external providers (e.g., speech-language pathologists, occupational therapists, BCBAs, physical therapists).
• Collaboration: Act as the primary point of contact between contracted service providers, district staff, and families to ensure seamless integration of external services with student IEPs.

5. Title IX & Civil Rights Compliance

• Title IX Coordination: Serve as the district’s Title IX Coordinator. Oversee compliance with Title IX regulations, including preventing, investigating, and resolving complaints of sex-based discrimination, harassment, and misconduct.
• Civil Rights & Equity Oversight: Act as the Civil Rights Compliance Officer to ensure equity and prevent discrimination based on race, color, national origin, sex, disability, age, or religion across all school programs and activities.
• Investigations & Grievances: Lead, coordinate, or delegate thorough and impartial investigations into civil rights, Title IX, and Section 504/ADA grievances, ensuring detailed documentation and legally compliant resolutions.
